This is a tough one. She did steal from her employer, though her manager's expectations were unreasonable given her salary. A better solution may have been getting a few gently used coordinating pieces from a local thrift shop or borrowing clothes until she could save a bit of money to pay for them. It's surprising, as well, since she seems to work at a retailer who sells the clothing she's expected to wear that there was no mention of an employee discount. Or perhaps she could have worked out having the cost of the new clothes deducted over time from her paycheck.
